Use it to tell apart the two situations behind "a product has no data": the institution reported the resource as unavailable or pending authorisation (expected, and something the end user can act on), versus the institution reported it as available but nothing came through (a collection problem).

The declared side is a snapshot taken during the last execution that reached the institution, so it can be older than the item itself — collectedAt says when it was taken. The retrieved side is read live on every request.
